Motion to Intervene filed with the Idaho PUC today

Our comments focus on the costs/rates issue and include the Ontario Energy Board’s decision in April, denying Hydro One’s acquisition of the smaller power company in because Hydro One failed to show that there would be no increase in the cost structure (and therefore rates) of the acquired utility. We also included the PUC’s earlier decision in the ScottishPower/PacifiCorp merger, where cost allocation information was submitted and was a key part of the PUC’s determination. Both cases support our argument that the merger should be denied. It will be interesting to see whether and how Hydro One and Avista respond.
